Use the options available in the Altium Product Improvement Program dialog that appears, to either join the program or not. If you are unsure at this stage, simply enable the Not now, ask me later option - the dialog will reappear periodically.

Your participation in this program will give Altium the ability to fine tune our products for your specific environment, identify issues you face during your everyday work, and to improve Altium Designer to fit your needs.
